Misleading title?

According to the linked article: The three lowest-piracy countries were the United States (20%), Luxembourg (21%) and New Zealand (22%).

The title implies that we're the third biggest pirates, when we have the third lowest rate of piracy. Nevertheless, 22% is pretty high, which shows that open source software has a large market everywhere.
